Town Clerk

The Town Clerk is the records management officer for all town records. The office is the repository of vital statistics and town records. The Town Clerk also publishes notices of public hearings and assists in voter registration.

The office also handles a variety of licenses, permits, documents and services for the town. These include:
  • Bicycle registration
  • Bingo and games of chance permits
  • Birth and death certificates
  • Certificate of residency
  • Dog licenses
  • Dog park tags
  • Emergency alarm permits
  • FOIL requests
  • Handicapped parking permits
  • Hunting and fishing licenses
  • Marriage licenses
  • Trailer permits
  • And other licenses and permits


Bring your payment to the Town Clerk/Tax Department located on the ground level floor at 445 Delaware Avenue, Delmar. The office is open from 8:30 a.m. to 4:30 p.m.  For in person payments the town accepts cash, checks (made payable to Town of Bethlehem), money orders and debit/credit cards (Visa, MasterCard, Discover, American Express).  Debit/credit card payments are offered by a 3rd party vendor, Value Payments Systems, who charges a small convenience fee for the service.  The town receives only the amount of your bill.  Residential Water/Sewer convenience fee $1.99 debit, $2.49 credit.  Commercial Water/Sewer convenience fee 2.5% debit/credit ($1.99 minimum commercial fee).  All non-Water/Sewer payment convenience fees 1.00% debit, 2.39% credit, e-Check $1.50 ($1.95 minimum non-tax fee).
