Responsibilities of Office

The Comptroller's Office manages the Town's finances and human resources.  Their tasks include preparing payroll, paying vendors for goods and services purchased by the various departments, investing funds, securing financing for capital projects, reporting on the Town's financial condition, working with external auditors, preparing the annual budget, and personnel policies and benefits administration.

Q.  What is the process for budget preparation?

A.  The Town of Bethlehem’s fiscal year end is December 31st.  The budget is the official spending plan for all town departments, and it identifies the sources of funding to support the operating plan.  The Town Supervisor and the Town Board receive public input on town services and spending requests throughout the year.  These requests may be considered during the budget preparation process.

Town Departments begin to prepare spending requests and revenue estimates in late spring and during the summer, in order to submit them to the Budget Officer for compilation into the comprehensive budget document.  The budget preparation timeline is established by statute, as follows:

The Budget Officer must present the tentative budget to the Town Clerk no later than September 30th, and to the Town Board on or before October 5th.  The Town’s Budget Officer is the Town Comptroller.  The budget is presented at the regularly scheduled, second board meeting in September.

A copy of the budget overview and summary information is available on the Town’s website after its presentation.  A copy of the budget document is kept on file, for public review, at the Town Clerk’s office, and at the reference desk at the Bethlehem Public Library.

The Town Board hosts budget workshops, in which they have the opportunity to meet with the departments and seek further information on the budget requests as presented.  The workshops are open meetings, and the public is encouraged to attend.  The meetings are held during October, and the schedule is announced during the presentation of the budget.

A public hearing is held on or before the Thursday immediately following the general election, which has historically been conducted at the second board meeting in October.

After consideration of public comment, and after the Town Board’s review process, a formal vote is taken to consider adoption of the budget, which must occur before November 20th.  The Town Board generally votes on the budget at the first board meeting in November.   Upon approval of the budget, the tax rates are established, and the budget becomes the spending plan for the upcoming calendar year.

The Purchasing Division's mission is to procure the best possible products and services, at the lowest price and best value in compliance with all applicable laws, policies and procedures of the Town and the State of New York. The Purchasing Division administers all bids, quotes, and requests for proposals, leases and State Contracts.

Q.  How do I offer my products or services to the Town of Bethlehem?
A.  The Town participates in the Capital Region Purchasing System and encourages any vendor who would like to offer products and services to the Town to register with that service.  Click here to go to our Bid / RFP / RFQ Opportunities page for more info.

Q.  What is the process for vendor payment from the Town?
A.  A purchase order is required as documentation that the purchase has been initiated and approved in accordance with the Town’s purchasing policy.  Payment to the vendor will be processed when the following occurs:

  • The Town must receive the goods or service being purchased, to the satisfaction of the receiving department.
  • The Town must receive the original invoice.  The PO number should be referenced on the invoice.
  • If required by the IRS, a valid “ Form W-9 : Request for Taxpayer ID Number and Certification “ must be filed with the Comptroller’s Office.

The Human Resources function of the Town of Bethlehem is a division of the Comptroller’s Office.  Its primary function is to serve the needs of employees of the town, through the administration of payroll and all employee benefits.  The Town is subject to the New York State Civil Service requirements, as administered by Albany County Civil Service.  Information on employee benefits can be obtained in the policy handbook, including health insurance, retirement plans, workers' compensation, long-term disability, life insurance, deferred compensation, and the flexible benefits program (pre-tax savings for un-reimbursed medical and dependent day care).

Human Resources also assists with the hiring of new employees, including recruitment through advertising the vacancy, or canvassing a Civil Service List of Eligible Candidates, and conducting interviews.  Vacancies, if any, are listed on this web page.  Employment inquiries may be directed to Mary Tremblay-Glassman.

SCADA Specialist

The Town of Bethlehem, New York is seeking a SCADA Automation specialist.  Candidate should have knowledge of the principles and practices of Information Systems and/ or Industrial Automation. Knowledge of support custom Citect Supervisory Control And Data Acquisition (SCADA) servers is preferred but not required.

Requirements are an Associates degree in Information Systems or related field and one year experience.

Benefits include paid vacation, holidays, sick time, full medical and dental insurance, and New York State Retirement Program.
